In Classic this was an Arms talent. Forever teaches it at the trainer.

On the Warrior abilities list: A passive in the Arms tab now, not a talent: keep up to 10 Rage when you change stances, and Improved Tactical Mastery adds up to 15 more. From Soda's Warrior video via a reader.
