Is Wrath a talent in WoW Forever?

No. Wrath is in the Balance tab of the Druid spellbook, and no Druid talent teaches it. 2 talents change it: Improved Wrath and Eclipse.

Did Wrath change from Classic?

Yes: ranks 1 to 8 changed. Rank 8 now reads "Causes 92 to 102 Nature damage to the target." where Classic read "Causes 248 to 276 Nature damage to the target." The beta changed it in build 70291 and build 70009.

What is the cast time of Wrath?

1.5 sec cast at rank 1, 1.7 sec cast at rank 2 and 2 sec cast at ranks 3 to 8. From the beta client's tooltip, build 70291.
