What Dismember does, rank by rank 5 ranks

12	Rank 1 new Viciously bites enemy appendages for 11 to 13 damage and reduces the effectiveness of any healing by 50% for 10 sec.
24	Rank 2 new Viciously bites enemy appendages for 18 to 20 damage and reduces the effectiveness of any healing by 50% for 10 sec.
36	Rank 3 new Viciously bites enemy appendages for 26 to 30 damage and reduces the effectiveness of any healing by 50% for 10 sec.
48	Rank 4 new Viciously bites enemy appendages for 39 to 45 damage and reduces the effectiveness of any healing by 50% for 10 sec.
60	Rank 5 new Viciously bites enemy appendages for 50 to 58 damage and reduces the effectiveness of any healing by 50% for 10 sec.

Is Dismember a talent in WoW Forever?

No. Dismember is a pet ability in the Pets tab of the Hunter spellbook, and no Hunter talent teaches it.

Did Dismember change from Classic?
